Important Notice: ALTO Enrollment Changes
Dated Thursday September 3, 2026
Effective September 14, 2026, Land Titles and Surveys will no longer accept new applications for enrollment in ALTO. Closing ALTO to new enrolments is a planned milestone in Alberta’s Registry Modernization and an important step toward the implementation of the ARLO platform. This will allow LTS to focus resources on client onboarding, training, system readiness, and supporting stakeholders through the transition. Throughout the transition, stakeholders will continue to receive updates, training resources, implementation information, and client support to help them prepare for future changes and onboarding activities. Current ALTO users can continue with online submissions until future transition milestones are communicated.
Important Notice: Land Titles and Surveys Re-Examination Fee

Effective September 1, 2026 , Document Registration Request (DRR) packages submitted by members of the Law Society of Alberta may be subject to a $25 re-examination fee for each Notice of Deficiency issued.
This fee applies only to certain document types, as listed below. The re-examination fee will apply to all DRR packages examined on or after September 1, 2026, including packages already in the Pending Registration Queue.
The fee will be charged when a package is submitted for re-examination under the same DRR. It will not apply where a new DRR is submitted. This fee will not apply to submissions from the public or other account holders.

Important Notice Regarding Document Registration Request (DRR) Extensions

Please be advised that effective April 01, 2026 , requests to extend deficient DRRs beyond 30 days will no longer be approved. If you are unable to resubmit deficient documents within the legislated 30-day return period, please resubmit the document package on a new DRR.
I mportant N otice Regarding In-Person Client Service Counter Closure

Please be advised Effective September 15, 2025 , Land Titles and Surveys in-person Client Service counters in Calgary and Edmonton will be closed. Land Titles and Surveys is discontinuing counter services in the Calgary and Edmonton Land Titles Offices to help our team focus on addressing the backlog of submissions as we face unprecedented document registration volumes.
Completed document submissions and payments can continue to be submitted by mail, courier, or dropped off at our Document Reception counters or after-hour drop boxes in Calgary or Edmonton. In-person counter service will resume once registration turnaround time falls below 30 business days.

Important Notice Regarding Requests for Mortgage Levy Adjustments

Effective October 20, 2024, with the implementation of the new mortgage levy, Section 4(2) of the Tariff of Fees Regulation was repealed. This section previously allowed for a reduction in the mortgage fees for collateral, supplemental or replacement mortgages provided an affidavit was submitted either at time of submission of the mortgage documents or within 180 days of the mortgage registration.
Starting October 6, 2025, the process for requesting a mortgage levy adjustment will change:
A Statutory Declaration re: Mortgage Levy Adjustment (or in affidavit form containing the same information) must be submitted at the time of the new mortgage submission.
Land Titles and Surveys will no longer accept adjustment requests after the mortgage (or caveat re: mortgage) has been registered.
This new process applies to all submissions received on or after October 6, 2025. Submissions received by Land Titles and Surveys by October 5, 2025, will still be eligible for the 180-day window to request a mortgage levy adjustment. For more information, see Tariff of Fees Regulation

Important Notice Regarding Registration Levy Implementation

The Land Titles Registration Levy was announced in Budget 2024 comes into effect for submissions received by October 20, 2024. Submissions received on or after October 20 will be subject to the new levy.
Note: Incomplete submissions may be rejected or removed from the pending registration queue or charged the new levy per Section 14.1(6)(b) of the Land Titles Act. In addition, submission extensions that go beyond 30 days may be subject to the new levy.
For transfers of land, the variable fee will increase from $2 per $5,000 in property value to $5 per $5,000 and becomes the levy.

Important Notice Regarding Builders' Liens cut off Dates

The 2-year transition period for construction contracts to comply with the Prompt Payment and Construction Lien Act ends on August 29, 2024. For contracts signed before August 29, 2022, Land Titles and Surveys will only accept Builders’ Liens up until the following dates:
Regular Builders’ Liens must be received by October 13, 2024 (45 days from August 29, 2024).
Oil and gas Builders’ Liens must be received by November 27, 2024 (90 days from August 29, 2024).
Liens on contracts signed August 29, 2022, or after must use the Construction Lien forms.
Important Notice Regarding discharging Builders' Liens and Construction Liens

Effective May 27, 2024 – LTS (Land Titles and Surveys) will continue to expedite registrations of Court Orders discharging Builders’ Lien and will now also include expedited registrations for Cancellation/Discharges of Construction Liens and Builders’ Liens as well as Court Orders Discharging Constructions Liens.
This will only apply to the following document types

Court Orders Discharging Builders’ Lien
Cancellation of Construction Lien executed by the Lienholder or Agent for the Lienholder
Cancellation of Builders’ Lien executed by the Lienholder or Agent for the Lienholder

Amendments were made to the Land Titles Act, digital signature policy to permit certain documents to be fully digitally signed and submitted electronically. Please review the Digital Signature Policy for details.
These changes only effect electronic submissions; paper submissions remain as is.
The changes are not mandatory; users are able to continue their existing execution practices.
