Coincidence, regulatory alignment, or simply a sign of where the industry is heading? In April 2026, the North Sea Transition Authority fined an operator £16.5 million for delays in well decommissioning. One day earlier, ANP - Agência Nacional do Petróleo, Gás Natural e Biocombustíveis imposed a R$155.7 million penalty related to 98 inactive wells in Brazil. Different countries, regulators, but the same underlying challenge. If regulators are increasingly demanding risk-based decisions, how are operators actually determining which wells should be abandoned first? And perhaps more importantly: Are the methodologies currently used by the industry capable of answering that question? Alan Walker will present (in person) his DL titled "Never Waste a Crisis": On October 23, 2015, the largest methane leak from a natural gas storage facility in U.S. history was discovered by Southern California Gas Company (SoCal Gas) at the SS-25 well in its Aliso Canyon Storage Facility near Los Angeles. The blowout continued for 111 days, resulting in the well being permanently plugged and abandoned after emitting approximately 5 Bcf of natural gas and extracting the failed casing to approximately 890 feet subsurface. This failure prompted lengthy reports by the U.S. Department of Energy (DOE) and the Department of Transportation (DOT), as well as Root Cause Analyses by Blade Energy and California state agencies. Alan Walker was in his first week as a Supervising Petroleum Engineer of the Californian Division of Oil, Gas, and Geothermal Resources (DOGGR) when the leak was discovered. He was selected to be DOGGR’s emergency response technical lead, providing regulatory oversight for seven kill attempts, relief well drilling, the Control-Cement-Confirm operation, requirements to return the facility to service, and the development of storage operations regulations. In this talk, Alan will provide a frank discussion of the blowout and the five-year effort to improve the integrity of underground storage. The insights shared will be applicable for repurposing and retrofitting projects globally. Pierre-Edouard (PE) Vincent a réagi à ceci Sempre achei que era para sempre. Entrei no serviço público cheia de preconceitos, daqueles bem típicos 😬. Como engenheira de petróleo, não era o caminho que eu tinha imaginado para mim. Não era, de cara, o meu sonho. Mas bastou pouco tempo para que a possibilidade de fazer diferença me conquistasse por inteiro. Me joguei de corpo, alma e coração. Alguns me diziam: "seja menas". Nunca consegui. Primeiro, achei que estava ali para ajudar a proteger as pessoas, o meio ambiente e os mares brasileiros. Rodeada de profissionais admiráveis, me apaixonei pelo trabalho. Depois vieram a inovação e a transição energética. E eu realmente acreditei que poderíamos ajudar a mudar o Brasil. Com um time que borbulhava ideias, as limitações típicas do serviço público nunca pareceram motivo para deixar de fazer acontecer. Depois, aprendi sobre governança interna. Rapidamente. Intensamente. E, por fim, cheguei ao conteúdo local. Ciclos muito diferentes. Mas, olhando para trás, enxergo o que havia em comum nos momentos em que fizemos diferença de verdade: pessoas! Pessoas que, como eu, acreditavam quase teimosamente na possibilidade de fazer um serviço público de excelência. Técnico, criativo, inquieto, corajoso, incansável e capaz de transformar. Não era o meu sonho. Mas a ANP potencializou a sonhadora que existia dentro de mim. E, no serviço público, tive o enorme privilégio de poder sonhar através do meu trabalho. Muito. Tanto. Talvez por isso tenha sido tão difícil entender que era hora de seguir outro caminho. Porque, quando a gente acredita que alguma coisa é para sempre, escolher sair exige coragem! Foi preciso entender que seguir em frente não diminuía em nada o amor, o orgulho e o compromisso que me trouxeram até aqui. Saio da ANP com a certeza de que realizei, sempre em conjunto, alguns desses sonhos. E com uma gratidão enorme por ter encontrado parceiras e parceiros que não tiveram apenas o meu trabalho: tiveram minha mente, minha energia e meu coração. Quem me conhece sabe que existe um apelido que carrego com muito orgulho: Servidora da Nação Brasil. A servidora pública se despede daqui. Mas a Servidora da Nação Brasil, não. Continuo fiel ao mantra que repito até para os meus filhos: "Vamos ajudar o Brasil a crescer!" Sempre achei que era para sempre. Hoje entendo que, de alguma forma, é. Porque parte do meu "para sempre" fica nas mãos de tantos reguladores (Olhos de Águia, bolha SSM, STMers, Mulheres da ANP, CGOVers, SCLovers) em quem confio e que continuarão perseguindo aquilo em que sempre acreditei: um serviço público de excelência, a coragem de inovar e, acima de tudo, o compromisso de servir ao Brasil. Obrigada, ANP - Período eleitoral Obrigada a cada servidora e servidor que sonhou comigo. E à indústria que acredita que o regulador pode ser também parceiro na construção de um país melhor. Foi um privilégio viver esse sonho com vocês. Agora, a Servidora da Nação Brasil vai continuar ajudando o Brasil a crescer. Pierre-Edouard (PE) Vincent a aimé ceci I recently had the honor of delivering the luncheon keynote at the 2026 SPE Artificial Lift Conference & Exhibition in Houston on “SPE’s Strategic Vision: Adapting to a Changing Energy Landscape.” As the Society of Petroleum Engineers International (SPE) Board of Directors works to update the 2023 SPE Strategic Plan, I had the opportunity to share the 2026 Strategic Goals and Objectives currently being developed by the Board. I also discussed how SPE members can maximize the value of their membership and engage with the Society’s many opportunities for professional development, networking, and leadership. With more than 1,000 attendees participating in the conference, I especially appreciated the opportunity to connect with so many energy professionals and hear their perspectives on the evolving challenges and opportunities facing our industry. The keynote provided my perspective on how SPE is preparing for the future while remaining committed to its mission of connecting, developing, and supporting energy professionals around the world. I also highlighted SPE’s priorities, the challenges the Society is working to address, and the opportunities for members to contribute to and help shape SPE’s future. Thank you to the SPE Artificial Lift Conference & Exhibition organizers, including Chair Willy Manfoumbi , Vice Chair Michael Romer, Victoria Pons and the ALEC Steering Committee and everyone who participated in the conversation. Pierre-Edouard (PE) Vincent a réagi à ceci After almost two years in Shenzhen, my family and I are moving on to the next chapter. It has been a really good experience, both professionally and personally. Shenzhen has been a great place to live and work — a modern, fast-moving city with an excellent working environment and a lot to admire. What we will probably miss most, though, is the people. We have found people here consistently friendly, welcoming and helpful, and that has made a big difference to our experience of living in China. We leave with plenty of happy memories, some very good work experiences, and a lot of appreciation for the time we have had here.
